Community votes are advisory. Admin considers but decides.

Growth

Community decisions are binding. Admin only for deadlocks.

Mature

Full community self-governance. Admin for emergencies only.

Two-Stage Moderation Process

When a review is reported, it goes through a two-stage community review process.
